What is this call about?

The topic supports the common procurement of ground and naval defence platforms and systems by Member States and associated countries. It aims to fill capability gaps, strengthen cooperation and improve interoperability.

What does this call fund?

Scope

The topic supports cooperation between legal entities in the common procurement of ground and naval platforms and systems, or parts of them, at any point in the life cycle of these defence products. This includes establishing, managing and maintaining defence industrial readiness pools.

Examples of capabilities

• artillery systems, armoured vehicles and tanks
• (counter-)mobility platforms, support vehicles and combat platforms
• soldier systems
• surface and underwater naval platforms and their sub-systems

Conditions for the procurement

• The estimated value of the common procurement must be at least €80,000,000.
• The procurement must rest on a binding agreement signed by the participating Member States and associated countries with a procurement agent they appoint, such as a national contracting authority, the European Defence Agency, OCCAR or the NATO Support and Procurement Agency.
• The cooperation may be new or based on an existing framework, provided its activities did not start before 5 March 2024 and were not completed before the grant agreement is signed.
• Eligible actions are common procurement of systems or variants of systems; a framework contract may be used.

Expected impact

Results should support common procurement, strengthen cooperation among Member States and associated countries, improve interoperability and contribute to developing and procuring common platforms and subsystems.
