Scope
The topic supports the progressive establishment of Regional Cable Hubs, one per EU sea basin, as part of the EU Action Plan on Cable Security. The hubs should improve threat detection and operational security around undersea cables by pooling data and security information from all available sources, analysing it automatically and providing near real-time situational awareness.
Eligible activities
- Establishing new Regional Cable Hubs, extending existing hubs funded under previous calls to new Member States, or upgrading their capabilities (for example adding a defence dimension or new technologies).
- Preparatory activities for setting up a hub, cooperation among its members and with other stakeholders, and running costs.
- Acquisition of infrastructures, tools, services and equipment, such as detection capacities, sea-based sensors, satellite imagery or undersea drones.
- An incident reporting function and procedures for information sharing between national authorities, including classified information.
- Cooperation with private entities, especially cable operators, for voluntary information sharing, and possible coordination of modular repair equipment across a sea basin.
Expected outcomes
Stronger collective situational awareness and detection capabilities, wider sharing of threat information and incident detection at regional level among national actors, and operational capacity to protect the security and resilience of undersea cables.

Who can apply for this call?
- Each hub should be a cooperative cross-border structure involving a consortium of authorities from at least two Member States concerned by the relevant sea basin, such as ministries, agencies or other public bodies responsible for cable security, maritime security, resilience or critical infrastructure protection.
- Involvement of more Member States is preferable.
- Other relevant public or private partners may join the consortium to support technical and operational implementation.
- Participation is subject to the restrictions of Article 12(5) of Regulation (EU) 2021/694.
