What is this call about?

The call funds territorial consortia, led by local authorities, that design and test governance, regulatory, financing and procurement models to scale up proven EU Mission solutions. Around three projects are expected.

What does this call fund?

Scope

The topic supports the second phase of the EU Missions (2026 to 2030), which focuses on scaling up and wider deployment of mission-relevant solutions. Territories (countries, regions and interregional partnerships) in EU Member States and Associated countries are invited to design and demonstrate governance, regulatory experimentation, public-public and public-private financing, and procurement strategies that enable scaling. Rather than funding individual technologies, it funds place-based models that create the conditions for scaling them.

What proposals should do

  • Address territorial barriers and demonstrate governance, finance and policy models that foster scaling of EU Missions in diverse territories.
  • Deliver tested, replicable models suited to multi-level governance as operational support for the transition to the next multiannual financial framework.
  • Test models that overcome constraints such as fragmented regulation, limited risk appetite, lack of blended financing or weak cross-sector coordination, so that proven but underused solutions are deployed more widely.
  • Engage stakeholders continuously through co-creation and participatory approaches, building on the EU Missions community.
  • Cover one or several EU Missions chosen by the local authorities involved.

Expected outcomes

  • Stronger territorial anchoring of the EU Missions through multi-layered governance.
  • Enabling environments for scaling new mission solutions.
  • Analytical insights turned into territorial experimentation and good practice that can be replicated across EU funding instruments.
