What is this call about?

The topic funds research on the economic and social effects of labour mobility within the EU on sending and receiving Member States, including social security systems. Projects should use quantitative methods and deliver policy recommendations.

What does this call fund?

Scope

The topic funds research on the long-term economic and social effects of labour mobility within the EU on both receiving and, especially, sending regions. This includes effects on fiscal and social budgets, wages and income distribution, and on the skills and networks people bring back home. Projects should analyse the effects of mobility on social security systems (for example pensions, health and care) in countries of origin and destination and their coordination, and/or inform the debate on future EU-level social security coordination.

Further activities projects may undertake

  • Improve measurement of the various forms of mobility (long-term movers, seasonal and short-term work, postings, cross-border and remote work) and comparability across Member States.
  • Develop economic models of EU-level effects and forecasting models for different scenarios.
  • Link ecological and socio-economic effects of mobility.
  • Analyse how the composition of movers matters, whether regions with net outward mobility benefit, and how labour migration differs from labour mobility.
  • Compare intra-EU mobility with other world regions, and identify policy instruments that keep mobility fair.

Expected outcomes

  • Policymakers gain insight into the economic and social effects of worker mobility on wages, budgets and social systems.
  • Actionable recommendations to maximise the benefits of mobility, considering demographic change, regional effects, digitalisation and the green transition.

Further expectations

  • Quantitative approaches and/or econometrics should be part of the methodology.
  • Proposals should build on relevant previous research and ensure the data produced is FAIR.
