¿De qué trata esta convocatoria?

The call offers EU operating grants for 2027 to health non-governmental organisations active at Union level. It supports their annual functioning for awareness raising, communication, capacity building, training and networking under the EU4Health Programme.

¿Qué financia esta convocatoria?

Purpose

Operating grants give general financial support to organisations whose statutory activities serve EU policy objectives. They do not fund a specific project but the annual operating budget of the organisation, or part of it. Each grant supports the work programme of one organisation only.

Objectives and activities

The aim is to help health NGOs take part in activities needed to implement one or more specific objectives of the EU4Health Programme (Regulation (EU) 2021/522). The grants should support their functioning in 2027 for activities such as:

  • awareness raising on health topics
  • communication and dissemination
  • capacity building and training
  • expert collaboration and networking

Proposed activities must comply with the Commission Guidance on funding for activities related to the development, implementation, monitoring and enforcement of Union legislation and policy.

Expected impact

Through their core activities, health NGOs will deliver health promotion, capacity building and networking, and help optimise healthcare activities and practices by providing patient feedback and facilitating communication with patients. Beneficiaries are expected to demonstrate the Union added value of their activities and to commit to measurable results, for example online materials, webpages, manuals and tools on case studies promoting health, factsheets, health literacy materials, training to mitigate risk factors for non-communicable diseases, new approaches to healthy and sustainable diets, expert guidance and peer-to-peer connections.

Reporting

Applicants must report on set indicators, including staff taking part, activities supported, outputs of awareness raising, communication and training activities, numbers of participants and people or entities benefiting, including people in vulnerable groups.

Costs

The grant is a budget-based mixed actual cost grant (actual costs and unit costs). There is no distinction between direct and indirect costs. Eligible budget categories are personnel, subcontracting and purchase costs (travel and subsistence, equipment, other goods, works and services). Financial support to third parties, infrastructure and land purchase, and separate project websites are not eligible. Prefinancing is normally 50% of the maximum grant amount, with no interim payments.
