Background
The European Food Safety Authority (EFSA) has been asked to develop protocols for assessing emergency authorisations granted under the pesticide regulation. Whether alternative control methods exist is one step of that assessment, so EFSA has started a database of such methods for pests that have commonly been the subject of emergency authorisations. The database is also seen as useful for sustainable pesticide use policy, integrated pest management, practitioners' decisions, identifying research needs and knowledge transfer.
Scope
- Expand the existing inventory of alternatives for controlling arthropods, nematodes, fungi, plant pathogenic bacteria, viruses and weeds, drawing on sources such as scientific publications, conference reports, websites, patents, guidelines, IPM and organic farming practice.
- Include preventive measures, such as plant breeding, and measures applied at a larger spatial scale than individual fields.
- Evaluate the effectiveness and applicability of each measure, and of combinations of measures, against the criteria in the EFSA protocols for evaluating emergency authorisations.
- Review and correct the existing repository of alternative pest control methods.
- Compile an inventory of research projects on plant protection alternatives to pesticides and publish the database.
Deliverables and timing
The work should cover at least 50 pest species, with the final list agreed with EFSA. Deliverables are a work plan with search strategy (3 months after kick-off), an initial operational database (6 months), a corrected repository, and database updates at 12 and 18 months with a final consolidated update at 24 months. If technically feasible, the database should be searchable by crop, pest and type of alternative. Subcontracting is allowed only for non-core tasks; the literature search and evaluation tasks are core tasks.
Eligible costs
Eligible direct costs cover personnel (using EFSA daily unit costs per country), travel and subsistence, equipment depreciation, consumables, workshops, subcontracting, non-recoverable VAT and miscellaneous costs arising from the grant agreement. Indirect costs are covered at a flat rate of 10% of eligible direct costs. Applicants and partners must contribute financially; contributions from other public bodies are possible, but private-sector contributions are not permitted.
