Scope

The topic fosters wide adoption and integration of high-readiness disaster risk solutions across sectors, improving societal resilience to hazards including climate. The focus is on overcoming deployment barriers, ensuring accessibility, and strengthening collaboration among stakeholders.

What projects should do

  • Promote adoption of high-readiness solutions by public and private organisations involved in disaster risk management, and develop strategies for scaling and commercialising them so that they reach end users efficiently.
  • Show how the technologies can complement or replace existing preparedness, response and recovery frameworks, by developing integrated governance and coordination models across sectors and levels for multi-hazard and cascading risk scenarios, plus interoperability standards and guidelines for integrating new solutions into national and European civil protection systems.
  • Liaise with and support other disaster resilience projects in driving their uptake, and examine synergy pathways with other preparedness grants such as the Knowledge for Action in Prevention and Preparedness call of the Union Civil Protection Mechanism.
  • Identify and reduce technical, regulatory, financial and social obstacles, and ensure accessibility and usability for first responders, local authorities, and communities and individuals in vulnerable situations.
  • Show real-world effectiveness through large-scale pilots and demonstrations that give robust evidence for data-driven decisions and disaster risk reduction strategies.
  • Take account of the capacity gaps of the Union Civil Protection Mechanism, align with EU disaster resilience objectives and build on existing programmes, using the private-public cooperation chapter of the Preparedness Union Strategy as a guiding document.

Proposals are encouraged to use digital tools, AI analytics, digital twins such as Destination Earth, Internet of Things applications and other emerging technologies. They should include a strategy to make the project and its results visible to politicians, the private sector and citizens, for example through the European Civil Protection Forum and the Disaster Risk Management Knowledge Centre platform. The gender dimension should be addressed only where relevant. Activities are expected to reach technology readiness level 8 by the end of the project.

Expected outcomes

Contributions to some or all of: faster adoption of high-readiness disaster risk solutions across sectors; integration of innovative technologies into prevention, preparedness, response and recovery frameworks; stakeholder collaboration to scale proven solutions; removal of deployment barriers; evidence-based decision making through validation in real-world scenarios; and greater visibility of civil security research results.
