Scope
The topic funds works that develop inland waterway transport infrastructure on the TEN-T core network. It sits within the Connecting Europe Facility (CEF) Transport general envelope for projects on the core network.
Eligible activities
Two types of works are covered:
- Upgrading waterways and related infrastructure, such as locks and weirs or dams, to achieve stable or improved navigation conditions and performance, to add capacity for the passage of vessels, or to ensure good navigation status.
- Creating new waterways and related infrastructure, including locks, weirs or dams and bridges.
Requirements for projects
Facilities and infrastructure supported under CEF must be open to all operators on a non-discriminatory basis. Proposals should take account of results from projects supported by other EU funding programmes and describe complementarities in Part B of the application. Projects must comply with EU policy interests and priorities and respect EU values and Commission policy on reputational matters.
Project size and grant limits
Applicants are strongly encouraged to request an EU contribution of at least €1,000,000 and, where possible, to group related projects into one proposal. The maximum EU contribution per grant agreement is capped at €30,000,000 for a project in one Member State, €70,000,000 for a project in two Member States and €100,000,000 for a project in more than two Member States. Proposals requesting more are ineligible.
Eligible costs
The grant is a budget-based actual cost grant covering personnel, subcontracting, purchase costs (travel and subsistence, equipment, other goods, works and services), other categories (studies, synergetic elements and works in outermost regions) and indirect costs. Travel and subsistence must be claimed as actual costs, and equipment at full cost. Subcontracted work must be performed in the eligible or target countries. Project management costs, including internal meetings, communication and reporting, should not exceed 10% of total project costs. Financial support to third parties is not allowed.
