The call funds scientific and technical assistance to develop EFSA's horizon scanning on plant pests into a foresight activity that strengthens EU crisis preparedness. Only competent organisations designated by Member States can apply.

Scope
The call seeks the most suitable partner to support the evolution of the European Food Safety Authority (EFSA) horizon scanning mandate on plant health. Since 2017 EFSA has scanned for plant pest threats to support EU crisis preparedness and inform plant health policy. This work is mainly carried out through the Epidemic Intelligence from Open Sources (EIOS) system, with technical support from the World Health Organization and the Joint Research Centre.
Background
Relevant information is screened daily and synthesised into monthly newsletters for EU risk managers. Over the years additional tools and tasks have been added, and a shift towards more advanced, foresight-oriented approaches has become essential.
Activities
The selected partner would support the development and implementation of methods and tools for foresight on plant health, and strengthen the integration of plant health within the One Health framework.
