Scope

The project is expected to help stakeholders in the CO2 infrastructure network implement the upcoming legislative framework for CO2 infrastructure.

Issues to address

• Market and cost structure, cross-border integration, interoperability and planning.
• Technical harmonisation and investment incentives for new infrastructure.
• Third-party access, liability along the chain, competent regulatory authorities and tariff regulation.
• Ownership and contractual models, and a baseline of current legislation across the value chain.

Deliverables

A review of the challenges of repurposing existing infrastructure for CO2, also considering the infrastructure needs of renewable gases. The analysis should cover technical feasibility, costs, synergies between new multimodal CO2 infrastructure and existing systems, regulatory barriers to linking CO2 infrastructure with industrial clusters, CO2 quality, flexibility, robustness and links between CO2 and energy infrastructure.

Expected outcome

Stakeholders in the CO2 infrastructure network are able to implement the upcoming legislative framework.
