Scope

The project will help stakeholders in the CO2 infrastructure network implement the upcoming EU legislative framework for CO2 infrastructure. Issues to address include:

• Market and cost structure, cross-border integration, interoperability and planning
• Technical harmonisation and investment incentives for new infrastructure
• Third-party access, liability along the chain, competent regulatory authorities and tariff regulation
• Ownership and contractual models, and a baseline of current legislation across the value chain

Expected deliverable

A review and report on the current state of repurposing existing infrastructure for CO2, taking into account the infrastructure needs of renewable gases. It should analyse technical feasibility, costs, synergies between new multimodal CO2 infrastructure and existing systems, regulatory barriers to linking CO2 infrastructure with industrial clusters, CO2 quality, flexibility, robustness and interconnections with energy infrastructure.

Expected outcome

Stakeholders in the CO2 infrastructure network are able to implement the upcoming legislative framework for CO2 infrastructure.
