The call funds research and innovation actions that study why climate adaptation measures sometimes backfire and develop guidelines and tools to prevent and correct maladaptation in Europe and globally.

Scope

Maladaptation means adaptation actions that unintentionally increase the risk of adverse climate-related outcomes, for example through higher emissions, environmental trade-offs, shifted vulnerability or greater social inequity. Evidence is still scarce, and the topic funds work to learn from it. Actions should address all of the following:

• Understand and identify the drivers of maladaptation across a wide range of systems and conditions, using a systemic approach that includes social sciences and humanities insights and the views of public and private stakeholders
• Map and analyse evidence through case studies at local, regional and national scale to identify effective and maladaptive practices
• Strengthen methods and tools for complex climate risk and adaptation assessments
• Propose corrective responses for identified maladaptation cases, with prevention guidelines and best-practice examples

Expected outcomes

Comprehensive evidence on maladaptation fed into EU repositories such as Climate-ADAPT and the portal of the EU Mission on Adaptation to Climate Change, risk and adaptation assessment frameworks that better integrate maladaptation, and guidelines and tools that inform EU and Member State adaptation strategies.

Cooperation

Coordination with relevant projects of the Mission on Adaptation and of Cluster 5 is encouraged, with dedicated resources. Results should also feed into future European Climate Risk Assessments.
