Di cosa tratta questo bando?
The call awards the EU Humanitarian Partnership certificate for 2028-2034, which humanitarian NGOs need before they can apply for DG ECHO humanitarian aid grants. It is aimed at independent, non-profit humanitarian NGOs from the EU and certain European non-EU countries.
Cosa finanzia questo bando?
Purpose
This is a call for certifications, not for project grants. The EU Humanitarian Partnership certificate is an EU quality certificate for humanitarian non-governmental organisations. It is a prerequisite for NGOs to apply for action grants under the Humanitarian Aid Programme managed by DG ECHO. The certificate aims to promote long-lasting quality partnerships and thereby the quality, efficiency and effectiveness of EU-funded humanitarian aid.
Certification procedure
The procedure validates the organisation's status as an EU humanitarian partner and checks that it is a humanitarian organisation, its administrative and financial management, operational and financial capacity, and its compliance with partnership principles (transparency and accountability, humanitarian principles and ethical standards, compliance and internal control). It is based on an independent ex ante assessment by an external independent auditor, submitted with the application together with a declaration of honour. Part B of the application is limited to 10 pages.
Assessment criteria
The assessment report covers two blocks. Block 1 (eligibility, financial capacity, exclusion and minimum requirements) is scored yes or no, and every question must be answered yes, with one question allowing a not-applicable answer. Block 2 (operational capacity and additional suitability requirements, such as ethics, anti-fraud, safeguarding, staff security, project design and management, and internal control) needs an overall average of at least 6/10 and at least 4/10 on each question. Partners holding a 2021-2027 certificate with a financial capacity assessment no older than 18 months do not need their financial status assessed in the report.
Validity and obligations
Certificates are valid for humanitarian implementation plans launched until the end of 2034 and until the end of projects funded in that period. Partners are monitored regularly by DG ECHO, must report significant changes and instances of grave professional misconduct, and must promote the partnership and the actions it finances. DG ECHO may suspend or withdraw a certificate if a partner no longer meets the conditions or is suspected of a material breach of its commitments. Successful applicants are included in the public list of EU humanitarian partners.
