Scope

End-users and public procurers from several countries are invited to propose a preparatory coordination and support action (CSA) that builds the grounds for a future pre-commercial procurement (PCP) action for research and development services in security technologies.

Evidence the project should deliver

• That the challenge is relevant and a PCP action is needed to mature certain technologies and compare alternatives.
• That a consolidated group of potential buyers with common needs is committed to carrying out a PCP action.
• That a wider community of potential buyers shares these needs and may adopt the resulting solutions.
• That the state of the art and the market have been mapped and different technical alternatives exist.
• That a future PCP tender process, draft plan and documents will be ready in time.
• That future technology development can respect European values, fundamental rights and applicable law, and takes account of societal and gender aspects.

What the work should take into account

EU security policy priorities, EU public procurement rules on PCP, the Horizon Europe provisions on innovation procurement, and Commission guidance on attracting innovators, including measures to reduce barriers for start-ups and innovative SMEs.

Expected outcomes

A committed group of buyers, clear evidence justifying a future PCP action, and greater capacity of EU public procurers to align requirements with industry and attract innovation.
