The call funds consortia of public procurers, led by Mission cities, that jointly procure the development of new solutions to cut greenhouse gas and air pollutant emissions. Companies and researchers take part as bidders in the resulting tenders.
Que finance cet appel ?
Scope
The topic supports public procurers, specifically local authorities, in jointly implementing pre-commercial procurement (PCP) of research and development for new solutions that reduce greenhouse gas and air pollutant emissions, in sectors such as energy efficiency in buildings, renewable energy, sustainable mobility and digitalisation. It gives innovative companies, especially SMEs and start-ups, a first customer reference. The topic does not fund developers, industry or research organisations directly; they can respond to the procurers' calls for tenders.
Requirements for procurers
- Involve end users and hold an open market consultation before the procurement, promoting the call for tenders widely across Europe.
- Declare interest in deploying successful solutions, through purchase during the PCP, a follow-up procurement, adoption without procurement or incentives for others; a fast-track PCP is possible.
- Financial support to third parties may be used to give end users incentives to adopt solutions, up to €200,000.
- Cooperate with policymakers to mobilise additional national budgets for innovation procurement, and show sustainability beyond the project.
- Comply with the procurement obligations of the Net Zero Industry Act; conditions on place of performance in EU Member States and Associated Countries apply.
Expected outcomes
Market-ready solutions that cut emissions in participating cities, more opportunities for European innovators to enter public markets, wider uptake and economies of scale, and projected emission reductions for 2030 and 2050 against a baseline.
