Scope
The topic funds industrial reinforcement actions that increase EU production capacity for key defence platforms and end-products across land, air, naval and underwater domains.
Targeted platforms and end-products
- artillery systems and armoured vehicles
- fixed and rotary wing aircraft
- unmanned and counter-unmanned systems, including loitering munitions
- precision-guided munition and anti-missile systems, radars and mine warfare systems
- surface and underwater naval platforms, including torpedoes
- firearms, satellite payloads and terminals
Production capacity that can be reinforced
Forging and machining, key sub-systems, composite materials, assembly and integration of end products, manufacturing as a service, and conversion of dual-use heavy industry for defence surge.
What proposals must include
Proposals must show the criticality of the targeted platforms or end-products, justify the urgency and present an industrial reinforcement plan with a risk-management approach, including industrialisation and integration risks.
Optional protection work package
Applicants may add a dedicated work package to reinforce the physical and cyber protection of the targeted production capacity, including against drone-enabled threats. It may cover threat assessment, procurement, installation and initial integration of counter-drone site protection and cyber protection of production networks, including EU cybersecurity certification of products used, acceptance testing and connection to national or European security systems.
Expected outcomes
Higher EU-based production, reduced lead times, more resilient supply, reserved capacity where applicable and a trained workforce, measured through KPIs defined in the proposal.

- Proposals must implement industrial reinforcement actions in line with Regulation (EU) 2025/2643.
- Actions must not have started before 5 March 2024 and must not have been completed before the grant agreement is signed.
