The topic funds rapid industrial reinforcement of missile, ammunition and bomb production lines in Member States and Ukraine, including joint filling plants. Projects have an indicative duration of three to five years.

Scope

This topic belongs to the first call for industrial reinforcement actions under the Ukraine Support Instrument. It aims to reinforce readiness and the sovereign component base for missiles, ammunition and bombs by enabling rapid industrial reinforcement of production lines in Member States and Ukraine. Targeted product areas are air defence missiles and ammunition (including counter-UxS systems); deep strike capabilities, including long-range missiles; and rockets, smart bombs and loitering munitions. Actions are implemented as industrial reinforcement actions in line with Regulation (EU) 2025/2643.

Eligible activities

Proposals should ensure timely availability and supply of defence products for Ukraine by scaling production capacity and industrial readiness for cross-border EU-Ukraine set-ups, for example through:

• joint filling plants and production lines;
• reinforcement of specific production and enabling capacity, including integration and validation of alternative control and navigation approaches, sensing and effector modules, multi-sensor fusion, and assembly and test capacity to sustain high monthly volumes;
• scale-up of Ukrainian systems and ready-to-use production lines, including rapid-cycle modular assembly and reconfiguration;
• Manufacturing as a Service, including rapid small-batch production and fast line changeover;
• dual-use heavy industry conversion options for a defence surge.

Applicants may add an optional work package to strengthen physical and cyber protection of the targeted production capacity, including counter-UxS site protection and cyber protection of production networks, with EU cybersecurity certification of products used, in order to work towards NIS2 compliance and alignment with ISO/IEC 27001 and IEC 62443.

Requirements for proposals

Proposals must show how critical the targeted product is and justify the urgency of reinforcing its availability and security of supply. They must include a risk-management approach suited to an industrial ramp-up in Ukraine, covering safety and regulatory compliance for energetic materials and filling, supply chain and obsolescence, industrialisation and integration, maintainability and operational constraints. Proposals must define, baseline and track indicators such as filling throughput, time to rate, lead-time reduction, line availability, qualified output delivered in Ukraine and, where relevant, workforce trained.

Expected outcomes

• A demonstrable and sustainable increase in production capacity enabled by operational joint filling plants and production lines.
• A measurable reduction in production lead time from order or production decision to delivery in Ukraine.
• Better timely availability and supply of defence products for Ukraine, with more reliable delivery.
• Effective cross-border EU-Ukraine cooperation enabling ramp-up, qualification, integration and sustainment.
