NEWS - Media Freedom Rapid Response Mechanism
Creative Europe · CREA-CROSS-2027-MFP
Funding for a Europe-wide rapid response mechanism that supports journalists under threat and monitors media freedom.
Quel est l’objet de cet appel ?
The call funds a Europe-wide rapid response mechanism that protects journalists and monitors media freedom. It is aimed at consortia of non-profit organisations, international organisations, universities, educational institutions and research centres.
Que finance cet appel ?
Scope
The action, under the cross-sectoral strand of the Creative Europe Programme, supports an independent and pluralistic media environment. It proposes sustainable funding for projects focused on legal and practical assistance to journalists in the EU and elsewhere, including safety and cybersecurity training and diplomatic support.
Activities that can be funded
- Designing and managing a Europe-wide rapid response mechanism for media freedom and the safety of journalists, covering all EU Member States, countries participating in Creative Europe and candidate countries.
- Legal and practical support to journalists and other media practitioners in need.
- Advocacy missions to places where journalists are under threat.
- Monitoring the state of media freedom, awareness-raising campaigns, communication and dissemination, and monitoring and evaluation of the action.
Expected impact
The action is expected to give practical help to journalists under threat, such as advice, legal support, shelter and logistical assistance, and financial support when needed. Violations of press and media freedom are to be monitored systematically, with alerts published on a dedicated website and regular reports on main trends.
Funding
The grant is budget-based (actual costs with unit cost and flat-rate elements), reimbursed at a 90% funding rate. Financial support to third parties is allowed for direct support to journalists facing threats and ad hoc support to NGOs, up to €60,000 per third party. The availability of the budget depends on the final adoption of the EU budget for 2027.
