Scope

The topic supports new knowledge, expertise and networks in the EU on China's science, technology and innovation system, based on independent EU analysis. The action should bring together think-tanks, universities, research organisations and expert networks, build on earlier European and national initiatives, and coordinate closely with the European Commission.

Expected activities

• Build a framework for creating, sharing and monitoring knowledge on China's STI policies, legal framework, government structures, narratives and international collaboration strategies.
• Develop and test interdisciplinary methods to assess China's progress in critical technology areas, such as artificial intelligence, advanced semiconductors, quantum and biotechnologies, and the impact on European economic security and strategic autonomy.
• Ensure collaboration between EU China experts and technical experts such as engineers, economists and legal experts, with active involvement of young EU researchers.
• Foresight exercises on emerging disruptive technologies are encouraged.

Expected outcomes

• Better understanding and monitoring of China's STI system to support evidence-based policy.
• New methods for assessing critical technology areas.
• A well-connected network of experts that attracts young researchers to work on contemporary China.
