Scope

The action continues support to the European Partnership on Agriculture of Data, identified in the Horizon Europe Strategic Plan 2021-2024 and first implemented under an earlier topic. It funds additional activities, which may also be undertaken by additional partners, in line with the partnership's intended scope and duration and Article 24(2) of the Horizon Europe Regulation. The consortium that received funding under the earlier topic is described as uniquely placed to submit the proposal, because it identified the partnership, has implemented it through a co-funded call launched in 2024 and internal activities, and could not be replaced without significant disruption.

What the proposal should do

• Be submitted by the coordinator of the consortium funded under the earlier topic, with the additional activities and partners presented primarily as revisions of the existing grant agreement, since the action amends an existing grant.
• Seek to include additional partners, in particular from Member States and Associated Countries not yet in the consortium.
• Align with the partnership's co-created strategic research and innovation agenda, delivering ready-to-use tools, solutions and innovations, seeking uptake by farmers and agricultural producers, advisors, policymakers and public administrations, and providing science-based policy advice.
• Focus on additional priority activities and, where justified, continue ongoing ones.
• Create an umbrella effect by taking stock of, linking and assessing research and innovation initiatives and use cases, use nationally funded research to build critical mass and reduce fragmentation of the European data landscape, and pool funds from participating national or regional research programmes to run joint transnational calls that result in grants to third parties, allowing ample time to run and report on co-funded projects.
• Consider data, expertise and services from European research infrastructures in the environment, food and digital domains, and describe additional activities to strengthen international collaboration.

Expected outcomes

The proposal is expected to contribute further to the outcomes of the earlier topic on the European Partnership on Agriculture of Data, continuing the activities in line with agreed outcomes.

Budget

The indicative budget of €60,000,000 for the topic is committed in annual instalments over 2026 and 2027, of which €23,000,000 comes from the 2026 budget and €37,000,000 from the 2027 budget. The total indicative budget for the duration of the partnership is €90,000,000.
