Scope

The action is to strengthen an EU expert network covering all raw materials screened in the 2027 critical raw materials assessment, with added value for flexibility to screen further materials. The consortium should cover, for each material, expertise on primary and secondary resources, exploration, mining, processing, recycling and refining, substitution, markets, future supply and demand, supply risk and stress tests, material flows, standardisation, environmental footprint, socio-economic analysis and strategic value chains such as batteries, e-mobility, renewable energy, electronics, security and aerospace.

Main tasks

  • Support EU policy on critical raw materials, in particular the Critical Raw Materials Act and the new list of critical raw materials.
  • Improve data and knowledge on all screened materials, including future supply and demand, environmental footprint and innovation potential.
  • Update the fact sheets from the previous criticality exercise, to be finalised by the end of 2029.
  • Organise two expert validation workshops in 2029 and, with the Commission, in-depth workshops on strategic metals for renewable energy, e-mobility, aerospace and security.
  • Share all data and information with the Commission free of charge.
  • Cluster with other relevant projects, with a dedicated work package or task.

Expected outcomes

  • Stronger EU expert capacity across raw materials value chains.
  • Better-informed decisions by EU and national policy makers and by producers and users of raw materials.
  • Improved EU statistics and knowledge base on primary and secondary raw materials.
