Was fördert diese Ausschreibung?
Scope
The topic, part of the Creative Europe cross-sectoral strand, covers news media sectors of special relevance to democracy that lack the means to adapt to the digital environment, where shrinking newsrooms and media deserts can weaken pluralism. For this call these are in particular:
- local and regional media
- independent and investigative journalism
- organisations delivering public interest news or public service journalism, such as community, legal and civic journalism
Funding schemes for third parties
Proposals must set up and run a cascading grant scheme (financial support to third parties) for independent media and organisations mainly active in these sectors, and devote at least 60% of the total grant to it. Schemes are to cover as many geographical areas and news media organisations as possible and be accompanied by active communication to potential stakeholders. Supported activities can include innovation in editorial production, coverage and revenue models, better distribution of news, audience development and community-building, technical tools, and training on these topics. Support per third party is capped at €60,000 unless a higher amount is duly justified.
Accompanying activities
The scheme may be complemented, based on a needs analysis, by activities such as deontological and governance standards, budgetary readiness, criteria and indicators for support, knowledge repositories, legal advice or training. Proposals should focus on the European Union, especially areas with low provision of such news or markets where media pluralism is strained; the needs of smaller newsrooms may also be addressed.
Requirements for proposals
Activities must include concrete deliverables and measurable indicators for mid-term and end of project. Projects must respect widely accepted professional media standards, confirmed by a signed Declaration on Standards and Independence, and supported third parties need full editorial independence where editorial work is funded.
Expected outcomes
Expected results include greater resilience, pluralism and editorial independence of local, regional, community, investigative and public interest media, better uptake of new technologies in these sectors, knowledge repositories on the state of local media, and greater viability of professionally produced journalism.
Costs
The grant is budget-based (actual costs with unit cost and flat-rate elements). Indirect costs are covered at a flat rate of 7% of eligible direct costs.
