Quel est l’objet de cet appel ?
The topic co-finances studies and works that adapt TEN-T and military mobility network infrastructure for both civilian and defence use. Public and private legal entities in EU Member States can apply, and a consortium is not required.
Que finance cet appel ?
Scope
The topic develops dual-use transport infrastructure that serves both civilian and defence needs. Under the Connecting Europe Facility (CEF) Regulation, it supports studies and works on projects located on the TEN-T network and on the EU military mobility network established by the Council in November 2018 and last updated in March 2025.
Priorities
Priority is given to projects on the four EU military mobility priority corridors and to projects located in two or more Member States. Dual-use actions on other sections of the TEN-T network and of the military mobility network are also eligible.
Requirements for projects
Projects must take into account the infrastructure requirements for certain categories of dual-use infrastructure actions set out in Commission Implementing Regulation (EU) 2021/1328. A proposal that combines studies and works must address different sections or activities for each component. Facilities and infrastructure supported under CEF must be accessible to all operators on a non-discriminatory basis.
Project size and grant limits
Applicants are strongly encouraged to request an EU contribution of at least €1,000,000 and to group related projects where possible. The maximum EU contribution per grant agreement is €20,000,000 for a project in one Member State and €40,000,000 for a project in more than one Member State. Proposals requesting more are ineligible, although the cap may exceptionally be raised for projects involving more than two Member States where justified by scale, coordination needs or strategic relevance.
Eligible costs
The grant is a budget-based actual cost grant. Project management costs, including internal meetings, communication and reporting, should not exceed 10% of total project costs, and costs above that limit are rejected during grant preparation. Financial support to third parties is not allowed.
