Que finance cet appel ?

Scope

The topic supports the deployment of alternative fuels supply infrastructure for road transport and airport ground operations, contributing to the decarbonisation of transport along the TEN-T network. It is run by the Alternative Fuel Infrastructure Facility (AFIF) under the Connecting Europe Facility (CEF) Transport programme. Infrastructure must comply with Regulation (EU) 2023/1804 on alternative fuels infrastructure and Regulation (EU) 2024/1679 on the TEN-T network.

Publicly accessible charging pools for heavy-duty vehicles

Supported pools are dedicated to heavy-duty vehicles and equipped either with at least four Megawatt Charging System (MCS) points of at least 1 MW each, or with at least four MCS points plus Combined Charging System points of at least 350 kW, where the number of 350 kW points does not exceed the number of MCS points. Eligible elements are those strictly related to the pool area: construction, chargers or power cabinets, canopies, safety and security devices, parking, circulation and electricity infrastructure including cabling, substations, batteries and energy management. Pools must be located on the TEN-T road network or within 3 km driving distance of a TEN-T road exit, in certified Safe and Secure Parking Areas, or in TEN-T urban nodes including port and airport areas.

Electrification of airport ground operations

Support covers electricity and preconditioned air supply to stationary aircraft and airships, electricity supply for ground operation vehicles and for electric or hybrid electric aircraft and airships, and related electricity storage inside the airport area. Locations must be in TEN-T airports.

Horizontal requirements

Beneficiaries must operate and maintain the supported infrastructure for at least five years after the end of the grant agreement. Heavy-duty charging pools must be publicly accessible around the clock, equipped with dynamic energy management, used exclusively by heavy-duty vehicles with ring-fenced power, and offer 24/7 phone assistance.

Synergetic elements and ineligible costs

On-site renewable electricity generation and grid connection may be included as synergetic elements in a dedicated work package, up to 20% of total eligible costs. Ineligible costs include vehicles, land, leasing, procurement and permits, network operator grid equipment, travel and indirect costs, staff costs, studies, design, supervision, communication and project management, operating expenditure, and upgrades of existing charging infrastructure. In Safe and Secure Parking Areas, only chargers and electricity infrastructure serving the recharging points are eligible.
