Que finance cet appel ?
Scope
The topic funds assessments of how well EU and national policies and measures reduce greenhouse gas emissions, with a focus on sectors not covered by the current EU Emissions Trading System (ETS 1).
Work expected
- Analyse factors that influence behavioural change and acceptance of policies, including gender-specific aspects, and the economic, social and distributional effects of mitigation
- Go beyond traditional decomposition analysis with state-of-the-art econometric techniques, and improve or develop methods that separate policy-driven emission cuts from external drivers; machine learning and other digital tools may be used
- Assess national policies, their interaction with EU-wide measures, and successful national examples
- Develop or improve methods and tools for ex-ante estimates of emission reductions, including economy-wide modelling with cross-sectoral feedbacks and consumer behaviour
Use of existing datasets such as the OECD CAPMF database, the EEA policies and measures datahub and Eurostat data is encouraged.
Expected outcomes
Better knowledge of the effectiveness of policy instruments at EU and Member State level, improved methods for ex-ante and ex-post assessment of emission reductions, and stronger networks between researchers, policy experts and government officials.
