Quel est l’objet de cet appel ?

The call selects national cyber hubs in EU Member States and other eligible countries to jointly procure cyber threat detection tools, infrastructure and services with the ECCC. Applicants are entities designated or set up by Member States as national cyber hubs, including existing hubs seeking a second phase.

Que finance cet appel ?

Purpose

This call for expression of interest selects entities in EU Member States and other eligible countries that intend to take part in the European Cybersecurity Alert System and are ready to deploy and operate national cyber hubs. National cyber hubs act as reference and entry points for public and private organisations at national level, serving as clearing houses for detecting, gathering, pooling, storing and analysing cyber threat data and sharing threat intelligence.

Specific objectives

  • Producing high-quality actionable information and CTI with state-of-the-art tools, for example AI including machine learning.
  • Contributing to faster detection of and response to threats and incidents.
  • Contributing to collective situational awareness through information sharing at national level, between national cyber hubs, and with relevant EU entities and networks. National cyber hubs must share information with other national cyber hubs and commit to apply to take part in a cross-border cyber hub.
  • Improving the EU's technological sovereignty and providing other services, such as tool sharing, data lakes, cyber outreach and training of analysts.

How the support works

  • The selected entity will take part in a joint procurement with the ECCC to buy the tools, infrastructure and services needed to set up or strengthen the hub. The number of joint procurements depends on the number of successful applications.
  • Separately, the hub must apply for a grant under a separate call for proposals that complements the joint procurement. The grant is awarded if the requirements of that call are met and the application to this call for expression of interest is successful.
  • The grant covers costs such as staff and other eligible costs for upgrading an existing hub or setting up and operating a new one, and its cooperation with other stakeholders, excluding the tools, infrastructure and services bought through joint procurement.
  • Selected hubs and the ECCC will sign hosting and usage agreements governing the use of the procured tools, infrastructure and services.
  • Hubs must commit to apply to join a cross-border cyber hub within two years of acquiring the tools, infrastructure and services or receiving the grant, whichever comes first.

Two strands

  • Selection of new national cyber hubs designated or set up by Member States. Hubs should aim to involve many contributors, such as sectoral SOCs, policy makers, law enforcement, academia, research and the private sector.
  • Upgrading an existing national cyber hub: existing consortia selected under previous calls can apply for a second phase to increase platform capabilities. If successful, the hosting and usage agreement and joint procurement agreement may be amended at the ECCC's request, without affecting the ECCC's ownership of tools already procured.
