Scope
Climate change has security implications at global, regional and local levels, worsening risks in agriculture, biodiversity, health, border security, the economy, financial stability, transport, telecommunications and displacement. Climate services based on data analysis are highly trusted, but their use in civil security remains underdeveloped. Proposals should develop methods, tools and technologies for situational awareness before and after a crisis, so that decision makers and populations can respond effectively, and should integrate risk assessment, crisis management and adaptation, including the expertise of the insurance sector.
What proposals should address
- Define priority climate security scenarios in the EU, identify key stakeholders and set indicators for decisions, studying floods, landslides, wildfires and other climate-induced disasters, including improved methods for risk prevention, early detection, emergency response tactics and rescue in extreme conditions.
- Study cascading and compounding disasters, especially for groups in vulnerable situations such as older people, people with disabilities and children.
- Build on the European Climate Risk Assessment and national risk assessments, and find synergies with the related EU Mission on adaptation to climate change topic, using the Preparedness Union Strategy, the European Water Resilience Strategy and the upcoming European Climate Adaptation Plan as policy guidance.
- Use diverse data sources and space components such as Copernicus and Galileo, and where applicable European Open Science Cloud research infrastructures, Destination Earth and relevant data spaces; data produced should be FAIR.
- Strengthen international cooperation, transnational collaboration, data sharing and alignment with the Sendai Disaster Risk Reduction Framework, and build capacity to cope with worst-case climate scenarios identified in the Niinisto report.
Projects may consider the European outermost regions and include entities from them, and are encouraged to liaise with the Commission's Joint Research Centre for real-scale testing. Activities are expected to reach technology readiness level 7-8 by the end of the project.
Expected outcomes
Contributions to some or all of: prioritised climate security scenarios and cascading risks; validated tools for climate and environmental risk forecasting, crisis management, adaptation, weather alerts and monitoring of climate-induced disasters; stronger end-user involvement; tools closer to operational use, with priority for local and regional risk management; pre-crisis analysis and post-crisis situational awareness; and better international cooperation, policy integration and public awareness.
