Quel est l’objet de cet appel ?
The call funds one co-funded European partnership that pools national and regional research funding for a seven-year programme on social transformations and resilience. It will run annual transnational calls in four impact areas.
Que finance cet appel ?
Scope
The call seeks proposals for a co-funded Social Transformations and Resilience (STR) partnership that creates a seven-year research and innovation programme, based on a Strategic Research and Innovation Agenda. The programme should use the potential of the social sciences and humanities to build resilience, fairness and social cohesion in the face of climate, environmental, technological and demographic change and unexpected shocks. Proposals should pool funds from participating national or regional research programmes to run joint transnational calls that result in grants to third parties. A further three years are allowed to wind down and report on projects launched by the last calls.
Impact areas
The partnership is expected to launch annual transnational calls and further activities in four connected areas: modernising social protection systems and essential services; shaping the future of work; fostering education and skills development; and contributing to a fair transition to climate neutrality.
Operational objectives
- Collect data and evidence to measure social transformations and inform evidence-based policy.
- Promote comparative studies that share best practices and failures at regional, national and EU level.
- Create new ways for researchers to work with policymakers, stakeholders, citizens and social innovators.
- Develop social and individual experimentation at all levels to understand the impact of transformations and policies.
- Encourage new analytical, methodological and epistemological tools.
- Build capacity among researchers and policymakers to strengthen social infrastructure and services in the face of shocks.
Expected outcomes
- Research funders, policymakers and research communities receive a multi-annual research and innovation programme responding to megatrends such as climate change, biodiversity loss, digitalisation, demographic change and shocks.
- Research investment in social protection and essential services, the future of work, education and skills, and a fair climate transition increases.
- Stakeholders, including social partners, civil society and policymakers, receive evidence, tools and solutions for new policies strengthening resilience, fairness, inclusiveness and social cohesion.
Stakeholders and collaboration
Proposals should build on the CHANSE ERA-NET and on networks such as HERA, NORFACE, the Trans-Atlantic Platform for Social Sciences and Humanities and the Joint Programming Initiative More Years, Better Lives. The partnership should engage national research funders and ministries, ministries for labour, social affairs, employment, climate and environment, social science and humanities researchers, social partners, citizens' organisations and NGOs, and the private sector. Gender and intersectional aspects should be considered throughout. EU agencies such as Eurofound, ELA and Cedefop and international organisations such as the ILO and the OECD should be considered stakeholders, and collaboration with research infrastructures such as the European Social Survey, SHARE, CLARIN, CESSDA and Eurostat is encouraged. Synergies are expected with other Horizon Europe partnerships and Missions.
