Scope
The grants help fact-checkers respond rapidly to disinformation during crisis events across Europe and build crisis capacity through preparation. They are part of the FACTEUR project led by the European Fact-Checking Standards Network with seven partner organisations.
Emergency Fact-Checking Grants
- Crisis fact-checking, debunking and investigative reporting, including hiring additional staff
- Upgrading AI and other monitoring and verification tools
- Publishing counter-narratives and analysis of information crises
- Improving crisis communication, engagement and reach
- Other activities tied to demonstrated crisis needs
Emergency Capacity-Building Grants
- Organisational security and legal protection as crisis preparation
- Crisis protocols, training and mentorship
- Technical capacity to monitor disinformation campaigns and foreign information manipulation
- Analysis of disinformation ecosystems, cross-border cooperation and detection of AI-generated content
Budget and costs
The €450,000 total is split equally between the two grant types (€225,000 each, about 15 grants each). Eligible direct costs include staff, volunteers, consultants, equipment, IT tools, travel, translation, legal and production costs; indirect costs are capped at 10% of direct costs. Grants are lump sums paid 50% on approval and 50% after the final report.
Selection
After an eligibility check, experts score requests on need, urgency, regional vulnerability and absorptive capacity; applications with at least 30 points go forward for approval. Evaluation takes 3 working days for unpredictable crises and 30 working days for predictable and semi-predictable ones.
