Energy efficient urban and sub-urban public transport, complemented by shared mobility
Horizon Europe · HORIZON-MISS-2026-04-CIT-01
City-led pilots making urban public transport, service car fleets and shared mobility more energy efficient and attractive.
Cet appel est clôturé. La page reste en ligne à titre de référence.
Quel est l’objet de cet appel ?
The topic funds projects that test ways to make urban and suburban public transport, service car fleets and shared mobility more energy efficient and attractive in pilot cities. At least one of the three lead cities in each consortium must be among the 112 cities selected for the EU Mission on Climate-neutral and Smart Cities.
Que finance cet appel ?
Scope
The topic supports the Climate-Neutral and Smart Cities Mission by accelerating the move to climate neutrality in cities. It explores and tests ways to make urban and suburban public transport, urban mobility service car fleets (taxis, ride-hailing, car sharing) and other active and shared mobility more energy efficient and attractive, in the pilot sites involved in each proposal. The work should also facilitate exchange of experience and learning at European level.
Expected outcomes
- Cities advance towards their climate neutrality targets, cutting greenhouse gas and air pollutant emissions through better energy efficiency in public transport and complementary mobility fleets.
- A comprehensive inventory and assessment of instruments and measures that foster electrification and attractiveness of public transport, service car fleets and shared mobility, with targeted guidance for authorities, operators and providers.
- Upscaling of innovative, sustainable and integrated mobility solutions, with gaps identified and best practice exchanged between pilot sites, giving an updated overview of the state of the art.
- Better assessment tools to quantify the benefits and co-benefits of decarbonised service car fleets and new shared mobility, including effects on modal shift and different user needs, with recommendations on the most suitable implementation strategies.
- Further progress towards the Zero Pollution Action Plan, the Sustainable and Smart Mobility Strategy, the EU Urban Mobility Framework, the Decarbonise Corporate Fleets Communication and the Energy Efficiency Directive.
Activities
Consortia should test a mix of technological, non-technological and policy-based innovations, such as new approaches to urban planning, infrastructure upgrades, redistribution of public space, better use of data and AI for multimodality, and local policies that improve connectivity in peri-urban, rural and underserved areas. Proposals can also test new operating and business models and include take-up and replication actions, research activities and planning tools. An assessment of the overall ecological footprint, including air quality and rebound effects, is expected, and lessons learnt should become guidance for local authorities and public transport operators. Outreach, communication, dissemination and training are expected, and the topic requires social sciences and humanities expertise. Collaboration with the Cities Mission Platform is essential and should take place through the CIVITAS initiative, and proposals should plan active collaboration with the other projects selected under the topic. Activities are expected to reach technology readiness level 7-8 by the end of the project.
