Scope

This Horizon Innovation Action tackles transport poverty in rural and underserved urban areas through integrated multimodal transport solutions that improve affordability, reliability and accessibility. Developing new digital platforms is out of scope.

Expected activities

  • Investigate strategies for sustainable and inclusive transport in sparsely populated regions, building on earlier EU projects and studies.
  • Analyse mobility demand in areas affected by transport poverty and drivers for vulnerable users to use public or shared transport, including gender disparities.
  • Develop integrated multimodal solutions that improve first- and last-mile connectivity between rural and urban transport and reduce forced car ownership, focusing on vulnerable and low-income households.
  • Run pilot demonstrations in at least 4 sites in 4 different areas across the EU and Associated Countries, with each issue addressed in at least two pilots.
  • Prepare implementation plans with local authorities and operators, and a roadmap for scaling up through the European Rural Mobility Network.
  • Collaborate with other selected projects within the CIVITAS initiative under a Memorandum of Understanding.

Expected outcomes

Strategies and solutions available to local authorities, piloted multimodal rural-urban services with implementation plans, better understanding of the needs of different social groups, and options for healthier, safer and more sustainable mobility behaviour. Activities are expected to reach TRL 7-8 by the end of the project.
