Cet appel est annoncé mais pas encore ouvert. Les dates et les conditions peuvent encore changer.
Quel est l’objet de cet appel ?
The topic funds research that maps in-kind public benefits across Member States and measures their effect on income distribution and vulnerable groups. Results should give policymakers practical advice on reducing inequality.
Que finance cet appel ?
Scope
In-kind benefits are non-cash goods and services, such as food banks, social housing, health and long-term care, childcare, schooling, sport infrastructure and public transport, provided free or at subsidised cost, mostly by national, regional or local government. Apart from healthcare, little is known about their effect on income distribution and vulnerable groups. The topic aims to close this knowledge gap.
Possible activities
- A full mapping of in-kind benefits provided by national, regional and local governments, possibly structured by life cycle or by group, to help develop EU indicators.
- A measurement framework based on qualitative and quantitative methods, data and indicators that translates in-kind benefits into income and shows their redistributive role, with cross-country comparability.
- Analysis of local availability, gaps in provision, take-up rates and reasons for non-take-up, possibly involving vulnerable communities in evaluation design.
- Operational advice for policymakers on reducing inequality and strengthening fairness and cohesion.
Expected outcomes
Policymakers gain a mapping of in-kind benefits across Member States, a measurement framework, insight into gaps and non-take-up, and evidence on redistributive effects and the segregation of social groups.
