Quel est l’objet de cet appel ?
The topic funds integrated multi-hazard forecasting models, resilience metrics and decision-support tools for cascading and cumulative disasters. Projects are expected to reach technology readiness level 6.

Scope
The topic advances multi-hazard risk assessment by integrating single-hazard models into next-generation predictive systems that analyse cascading and cumulative effects, with a focus on early and anticipatory action. It looks at interactions between meteorological, geophysical and technological hazards and their compound impacts on societies, economies and critical infrastructure. Proposals should develop and validate integrated forecasting models that use real-time data, AI analytics and remote sensing, are flexible and extensible, and solve platform interoperability and data exchange problems so that monitoring systems at local, national and global level can work together. Examples include landslides triggered by extreme weather and cumulative damage modelling for earthquakes and aftershocks.
Further points proposals should address
- Close gaps in loss estimation by considering cascading and long-term impacts on infrastructure, the built environment, supply chains and diverse communities.
- Develop tools to assess the combined effects of multiple hazards on critical infrastructure, including scenario-based stress testing, digital twins and AI decision support (taking account of bias), to improve resilience planning for energy, water, transport and telecommunications.
- Apply a holistic, systemic approach that considers climate trends, environmental degradation and vulnerabilities such as gender, age and disability, and produce Risk and Resilience Metrics covering physical, economic and social dimensions.
- Consider building on the Copernicus Emergency Management Service, the Destination Earth platform and the Risk Data Hub, and use European Open Science Cloud research infrastructures and data spaces where applicable; data should be FAIR.
- Carry out a stakeholder or market analysis and an uptake roadmap, strengthen risk governance across scientists, policymakers, responders and infrastructure operators, and use citizen-generated content for early warning where relevant.
- Align with EU policy, in particular the Preparedness Union Strategy and its action on an EU comprehensive risks and threats assessment, and seek synergies with the Knowledge for Action in Prevention and Preparedness grants. Projects may include entities from the European outermost regions. Activities are expected to reach technology readiness level 6 by the end of the project.
Expected outcomes
Contributions to some or all of: multi-hazard predictive models that assess cascading effects; better forecasting and response through model integration and platform interoperability; holistic risk and resilience metrics; improved analysis models for evolving vulnerability, using simulation, experiments and possibly AI; reliable, consistently formatted data that can be shared on a need-to-know basis; better sharing of experience from past emergencies across EU countries, from early warning to early action; and improved systemic disaster risk and resilience management that includes analysis of physical, social and governance systems.
