Quel est l’objet de cet appel ?

The topic co-finances works for control centres and digital infrastructure that support commercial deployment of autonomous vehicles on the TEN-T road network. Public and private legal entities in EU Member States and CEF-associated countries can apply, without a consortium.

Que finance cet appel ?

Scope

The topic funds works that modernise transport infrastructure and advance the digitalisation of road transport on the TEN-T network. It is part of the Connecting Europe Facility (CEF) Transport general envelope for smart and interoperable mobility. The focus is on test-beds and infrastructure for the commercial pre-deployment or deployment of autonomous vehicles, using technology that is mature enough not to require research and innovation activities.

Eligible activities

Projects should contribute to putting highly automated vehicles on the road for real operation, through investment in two areas:

  • Establishing control centres: IT equipment for remote supervision of highly automated vehicles, giving support in challenging or unexpected situations. The construction of buildings, such as traffic management centre buildings, is not supported.
  • Deploying digital infrastructure for accurate vehicle positioning and for communication with the surrounding environment, including interaction with emergency services. Particular attention goes to infrastructure that enables automatic transmission of driving data and recording of events such as accidents or near-accidents.

Where needed to complement the digital infrastructure, modifications to road infrastructure, such as extending merging lanes, may also be supported if limited to what autonomous vehicle deployment requires.

Requirements for projects

Applicants should explain whether and how the project uses EU harmonised digital infrastructure, for example C-Roads, and sovereign digital infrastructure. Funded infrastructure should be in line with Directive 2010/40/EU on intelligent transport systems, as amended. Projects may complement those financed by Horizon Europe. They can be located on the core, extended core or comprehensive TEN-T network and in urban nodes; road sections outside the TEN-T network must be justified and shown to benefit the TEN-T network.

Exclusions

Funding of vehicles, vehicle equipment and alternative fuels infrastructure is not supported.

Project size

Applicants are strongly encouraged to request an EU contribution of at least €1,000,000 and to group related projects where possible. Requests above €10,000,000 per grant agreement are ineligible.
