Quel est l’objet de cet appel ?

The call supports transnational projects that strengthen cooperation between labour authorities and social partners on the posting of workers, improve the information available to posted workers and employers, or build the research evidence base. It is open to public authorities, non-profit bodies, research organisations, higher education institutions, civil society organisations and social partner organisations working in consortia. Each project should focus on one of the three strands and on a specific sector, worker type or working situation.

Que finance cet appel ?

Scope

The call funds transnational cooperation initiatives that support the implementation, application and enforcement of the Posting of Workers Directive (96/71/EC, as amended by Directive (EU) 2018/957) and the Enforcement Directive (2014/67/EU). It is financed under the Employment and Social Innovation (EaSI) strand of the European Social Fund Plus and managed directly by the European Commission. The focus is on cooperation between the authorities and social partners involved in posting, on better access to information for posted workers and companies, and on strengthening the evidence base.

Three strands of activity

Proposals should focus on one of three mutually exclusive strands:

  • Cooperation: new or improved exchanges, peer reviews and training programmes between officials of competent public authorities and between social partners and other stakeholders, covering monitoring, enforcement, administrative cooperation and mutual assistance, including use of the Internal Market Information System (IMI). Examples given are joint visits, joint inspections and short training actions.
  • Information: developing and improving information and advisory formats, preferably online or IT-based tools, that collect and disseminate clear, user-friendly information for workers and undertakings on the working conditions applicable to posted workers, on preventing in-work poverty and discrimination based on origin, and on the procedures companies must follow in different Member States.
  • Evidence: joint research projects on dimensions of posting in the cross-border provision of services, with dissemination of results through targeted publication in both scientific and general media.

Activities should also have a specific focus on a given sector (for example construction, road transport, healthcare or meat processing), on a type of posted worker (such as seasonal workers, temporary agency workers or posted third-country nationals), or on a particular situation of the posted worker (such as subcontracting, health and safety, or remuneration).

Expected outcomes

Projects are expected to have a lasting effect on national administrations, companies and workers beyond the project period. Priority is given to consortia with a balanced and justified spread of partners in both sending and receiving countries for a specific posting flow, and to those enabling a sector-specific focus. Each proposal must set out tangible final deliverables suitable for sustained use, transfer or continued learning (for example information fiches, reports or a website), together with a communication and dissemination plan naming the audiences that will use them. Applications must describe quantitative or qualitative evaluation methods and indicators for monitoring the main expected results.

Consortium requirements by strand

Minimum composition differs by strand: cooperation projects require both sides of the social partners (worker and employer organisations) together with competent public authorities focused on enforcement; information projects require both sides of the social partners with competent public authorities, or research institutes together with social partners, other stakeholders or public authorities; evidence projects require a research institute in the consortium.

Eligible costs

The grant is a budget-based mixed actual cost grant. Budget categories are personnel costs (employees, natural persons under direct contract and seconded persons), subcontracting, purchase costs (travel and subsistence, equipment, other goods, works and services) and indirect costs. Travel and subsistence must be declared as unit costs; equipment is charged through depreciation; indirect costs are a flat rate of 7% of eligible direct costs. Non-deductible VAT is eligible, except VAT paid by public bodies acting as a public authority. In-kind contributions provided free of charge are allowed but cost-neutral. Unit costs for SME owners and for volunteers do not apply, and financial support to third parties is not allowed.
