Scope
The topic supports the preparatory phase of new research infrastructure projects identified in the 2026 update of the ESFRI Roadmap. Aspects proposals should address

- Complementarities between national and EU instruments and innovative financing.
- Preparation of legal and financial agreements on site, governance, internal rules and financing, finalised before the end of the project, for example as a memorandum of understanding or a signature-ready document.
- Plans for logistics and human resources, service provision, data curation and preservation, and FAIR access to data.
- Technical challenges, knowledge transfer and completion of the final technical design.
- Plans for services to identified user communities, and the relevance of the infrastructure for science and society, including local and regional socio-economic impact and links with smart specialisation strategies.
Where relevant, environmental and climate impacts and the optimisation of resource and energy use should be built into the preparatory phase.
