Prevention and mitigation of misuse of synthetic biology for bioterrorism purposes
Horizon Europe · Cluster 3 – Civil Security for Society · HORIZON-CL3-2026-01-FCT-06
Analysis of bioterrorism risks linked to synthetic biology and of the monitoring and regulation needed to prevent them.
Cet appel est clôturé. La page reste en ligne à titre de référence.
Quel est l’objet de cet appel ?
The topic funds a project that reviews bioterrorism risks linked to synthetic biology, identifies what should be monitored and regulated, and raises awareness among scientists. Projects are expected to reach technology readiness level 4-5.

Scope
The threat of bioterrorism is rising because synthetic biology, genetic engineering, related commercial services and public databases are becoming more accessible to non-state actors and individuals with malicious intent. Do-it-yourself biohacking and community laboratories, falling equipment costs and simpler use may unintentionally spread knowledge and skills about biological threats. Detection is difficult because of the long incubation periods of biological agents, so better identification technologies are needed for timely intervention, covering both advanced characterisation by expert laboratories and simple deployable methods. The text also notes recent incidents involving biotoxins in several European countries, the growing weaponisation of drones, and the economic and social consequences that biological attacks could have for healthcare systems and society.
What proposals should do
Proposals should address, in a lawful manner, emerging bioterrorism threats in Europe in the context of synthetic biology. Treating bioterrorism as a low-probability but high-impact event, consortia should review current and future risks, flag areas that need reinforced monitoring and identify missing regulatory frameworks needed for public security and safety. Diverse consortia should come together to improve understanding, prevention, preparedness and response and build a comprehensive approach. Coordination among successful proposals should avoid duplication. Projects are expected to say how they would engage with the Europol Innovation Lab during the project, and, if drug-related issues are involved, with the EU Drugs Agency, including to validate outcomes. The gender dimension should be addressed only where relevant. Proposals should address the applicable considerations in the introduction to the Fighting Crime and Terrorism destination. Activities are expected to reach technology readiness level 4-5 by the end of the project.
Expected outcomes
All of the following: a better understanding among European policymakers, researchers, biotech companies and security practitioners of the bioterrorism threat and of synthetic biology, including a thorough lawful analysis of what needs to be monitored, what needs to be regulated and how; and greater awareness in the scientific community of how synthetic biology research could be used for malicious purposes.
