Enhanced resilience in multimodal passenger transport through digital technologies and generative and discriminative AI
Horizon Europe · Cluster 5 – Climate, Energy and Mobility · HORIZON-CL5-2026-10-D6-10
Projects using data and AI to help passenger transport operators anticipate and recover from disruption.
Cet appel est clôturé. La page reste en ligne à titre de référence.
Quel est l’objet de cet appel ?
The topic funds projects that use data and AI to help passenger transport operators and authorities anticipate, manage and recover from disruption. Solutions are expected to be tested in multimodal corridors in at least three pilot sites in different Member States.
Que finance cet appel ?
Scope
Passenger transport systems face operational disruptions, safety and security risks and changing passenger demand. The topic defines resilience as the ability of a transport system to absorb disturbances, keep its basic structure and function, and recover to the required service level within acceptable time and cost. Resilience is a cornerstone of the EU Sustainable and Smart Mobility Strategy.
Expected actions
Proposed actions are expected to address all of the following:
- Develop and implement measures that strengthen the resilience of urban, suburban and long-distance transport systems.
- Use digital technologies such as big data and digital twins, and generative and discriminative AI, to anticipate disruptions and their impacts, with real-time planning and information systems that reduce impact and speed up recovery.
- Use innovative data acquisition and integrate data from many sources to inform decisions, build scenario libraries for different disruptive events and monitor the implementation of response plans.
- Involve authorities and operators in the design so that solutions are user-friendly and match their needs.
- Carry out safety and security assessments in data interpretation, so that decisions rest on objective factors and avoid bias.
- Test and validate the above in real-life use cases in multimodal corridors, with at least three transport modes per use case (for example buses, metros, trams, trains, coaches, trolleybuses, ferries or shared mobility) in at least three pilot sites in different Member States reflecting diverse operational, geographic and technological contexts.
Proposals are encouraged to build on earlier projects on infrastructure and transport resilience, multimodal traffic management, shared mobility and public transport, to comply with EU frameworks, and to build on initiatives that facilitate data sharing such as the European mobility data space. Data produced should be findable, accessible, interoperable and re-usable.
Expected outcomes
- Real-time data analytics systems that let operators adjust operations quickly in response to disruption.
- Predictive maintenance strategies using generative AI and other digital technologies to anticipate failures.
- Guidelines and tools for operators and authorities to limit disruption in critical situations and run real-life emergency simulations.
- A training programme and a contingency planning catalogue for transport and infrastructure operators.
- At least a 20% cut in average passenger delay at corridor level during planned disruptions, and at least a 40% cut in the time from creating to disseminating a response plan during unplanned and critical events, both compared with the baseline.
Activities are expected to reach technology readiness level 6-7 by the end of the project.
