Tools and processes to support stress tests of critical infrastructure
Horizon Europe · Cluster 3 – Civil Security for Society · HORIZON-CL3-2026-01-INFRA-01
Tools, methods and validation support for virtual and physical stress tests of critical infrastructure.
Cet appel est clôturé. La page reste en ligne à titre de référence.
Quel est l’objet de cet appel ?
The topic funds tools and processes that let operators of critical infrastructure run virtual and physical stress tests and learn from them. Projects are expected to reach technology readiness level 6-7.
Que finance cet appel ?
Scope
Critical entities supply essential services and are increasingly complex and interconnected, so disruption from cyber and physical attacks, malfunctions, human-induced or natural disasters can seriously affect the economy, public health and safety. The topic provides specialised tools and methodologies, and supports validation, so that operators can stress test critical infrastructure, find technical and operational vulnerabilities, test mitigation, and collect and analyse data to improve the resilience plans each critical entity must establish. The goal is more robust and comprehensive stress testing protocols, building on earlier exercises.
Solutions
Solutions may support simulation and modelling, multi-hazard and multi-threat scenario building, data analytics including geospatial data, digital twins, risk and adaptive capability assessment, and the effect of human factors. They should be inclusive and accessible, configurable as threats change, adaptable to different sectors if feasible, and able to support testing in diverse environmental and geographical conditions, including harsh and remote environments. They should comply with relevant legislation and allow for the sensitivity and confidentiality of the information processed.
Coordination
Successful proposals should coordinate with projects funded under two earlier open topics in the same programme, one on preparedness for and recovery from large-scale disruption of critical infrastructure and one on the human factor in resilience of critical entities, to avoid duplication. Projects are encouraged to liaise with the Commission's Joint Research Centre for real-scale testing at the Reaction Wall and HopLab of the European Laboratory for Structural Assessment. The gender dimension should be addressed only where relevant. Activities are expected to reach technology readiness level 6-7 by the end of the project.
Expected outcomes
Contributions to some or all of: efficient, adaptable and reliable tools for virtual and physical stress tests; deeper understanding by critical entities of vulnerabilities and adaptive capabilities; systems for notification and collaboration under stress; better post-incident investigation, including secure data collection, analysis and sharing; and improved incident management procedures and training curricula.
