Que finance cet appel ?
Scope
This topic covers the victims' rights and procedural rights priority of the Justice Programme call for transnational projects on e-Justice, victims' rights and procedural rights, under the access to justice objective. Projects should contribute to the effective and coherent application of EU law on the rights of victims of crime, in line with the revised Victims' Rights Directive and the EU Strategy on victims' rights, and of EU criminal law on the rights of suspects and accused persons.
Priorities
The Commission gives priority to proposals that help implement EU rules on the ground where shortcomings exist. For procedural rights it also funds projects that address gaps in EU legislation and policy. Concrete projects with clear practical benefits, including those focused on specific national contexts or target groups, are assessed more favourably than largely theoretical research. For victims' rights, projects with a comprehensive approach to all victims of all crimes are prioritised, including strategies or frameworks for implementation at local, regional or national level. Projects must show clear added value and ensure wide dissemination of results. The main legal measures include the Victims' Rights Directive, the directives on compensation to crime victims, the European protection order and the procedural safeguards directives on interpretation and translation, information, access to a lawyer, presumption of innocence, children and legal aid.
Eligible activities
- Victims' rights: mutual learning, capacity building and exchange of good practice on safe reporting, needs assessment, protection, participation in proceedings, restorative justice and compensation; strategies or frameworks for implementing victims' rights; information and educational tools on helplines, including the 116 006 victims' hotline, and support services; training for practitioners, including victim-sensitive communication; cooperation mechanisms between authorities, support services, law enforcement, health and social services and civil society; actions on victims of core international crimes and of crimes with many victims in cross-border settings, including ICT-enabled crimes.
- Procedural rights: mutual learning and good practice; information and educational tools; capacity building for practitioners; and cooperation between competent authorities, legal practitioners, service providers, civil society, national human rights institutions, equality bodies and ombuds institutions.
- Communication and awareness raising on rights, ancillary training, and analytical work such as data collection, databases, surveys and research.
Activities should be transferable to other countries, victim-sensitive and apply an intersectional perspective.
