Scope
The topic supports common procurement by Member States and associated countries of integrated, multilayered air and missile defence systems, or parts of them, including sensors such as radars, kinetic or non-kinetic effectors and command and control. The systems should protect against the full range of air threats, from cruise, ballistic and hypersonic missiles to aircraft and unmanned aerial systems, at medium to long range and high altitude, including endo-atmospheric interceptors. Very short and short range air defence against low-altitude unmanned systems is not covered.
Eligible activities
- Cooperation of legal entities in procuring air and missile defence systems, parts or variants, at any point in the life cycle of these products.
- Establishing, managing and maintaining defence industrial readiness pools.
- The common procurement may be organised as a framework contract.
Expected impact
Common procurement that strengthens cooperation among Member States and associated countries, improves interoperability and develops their air and missile defence capabilities.

- Actions consist of cooperation of legal entities in the common procurement of defence products.
- The procurement must be based on a binding agreement signed by the participating Member States and associated countries with a procurement agent they appoint.
- The procurement agent may be a contracting authority of a Member State or associated country, the European Defence Agency, a Structure for European Armament Programme, or another international organisation such as OCCAR or NSPA.
- The cooperation may be newly created for the application or based on an existing framework whose activities did not start before 5 March 2024 and are not completed before grant signature.
- The estimated value of the common procurement should be at least €80,000,000.
- Actions must be completed by 31 December 2033.
