Eligible activities
- Cooperation of legal entities in procuring C5ISR or other space-related defence products and systems, or variants of systems, at any point in their life cycle.
- Establishing, managing and maintaining defence industrial readiness pools.
- The common procurement may be organised as a framework contract.

Common procurement that strengthens cooperation among Member States and associated countries, improves interoperability, develops C5ISR and space-related capabilities, and supports the procurement of common platforms and subsystems.

- Actions consist of cooperation of legal entities in the common procurement of defence products.
- The procurement must be based on a binding agreement signed by the participating Member States and associated countries with a procurement agent they appoint.
- The procurement agent may be a contracting authority of a Member State or associated country, the European Defence Agency, a Structure for European Armament Programme, or another international organisation such as OCCAR or NSPA.
- The cooperation may be newly created for the application or based on an existing framework whose activities did not start before 5 March 2024 and are not completed before grant signature.
- The estimated value of the common procurement should be at least €20,000,000.
- Actions must be completed by 31 December 2033.
