Scope
Under the Ukraine Support Instrument, the topic funds industrial reinforcement actions that scale up production of unmanned systems and counter-unmanned systems in Member States and Ukraine, to ensure timely supply of these defence products in Ukraine.
Targeted production lines
- unmanned systems, including FPV variants, modular payloads, relay variants and interceptor drones
- unmanned systems resilient to electronic warfare, including fibre-optic controlled variants
- counter-unmanned systems and supporting electronic warfare systems
Forms of cross-border industrial set-up
- joint EU-Ukraine production lines
- reinforcement of specific production and enablement capacity
- scale-up of Ukrainian systems and ready-to-use production lines
- manufacturing as a service
- conversion of dual-use heavy industry for defence surge
Optional protection work package
Applicants may add a dedicated work package to reinforce the physical and cyber protection of the targeted production capacity, including against drone-enabled threats. It may cover threat assessment, procurement, installation and initial integration of counter-drone site protection and cyber protection of production networks, including EU cybersecurity certification of products used, acceptance testing and connection to national or European security systems.
Expected outcomes
Sustained increase in production capacity in Ukraine, shorter lead times, more reliable deliveries and effective EU-Ukraine industrial cooperation, tracked through KPIs defined in the proposal.

Kdo se lahko prijavi na ta razpis?
- Proposals must implement industrial reinforcement actions in line with Regulation (EU) 2025/2643.
- The minimum financial size of an eligible action is €2,000,000.
- A consortium may include no more than 15 legal entities.
- Actions must not have started before 5 March 2024 and must not have been completed before the grant agreement is signed.
