The call funds the development and spread of innovative tools and business models for the European audiovisual industry, including video games. It is open to single organisations and consortia from countries participating in the MEDIA strand.

Scope
The action, under the MEDIA strand of the Creative Europe Programme, encourages the development and spread of innovative tools and business models that improve the visibility, availability, audience and diversity of European works in the digital age, and the competitiveness and greening of the European audiovisual industry, including video games. It also aims to help the industry adapt to opportunities created by artificial intelligence and contribute to the Apply AI Strategy.
Activities that can be funded
- Subtitling, accessibility, discoverability or recommendation tools for wide use across borders and platforms.
- Business tools that make audiovisual markets more efficient and transparent, such as automated rights management and data gathering and analysis technology.
- Business models that optimise synergies between distribution platforms such as festivals, cinemas and video on demand.
- Business tools exploring new ways of production, financing, distribution or promotion enabled by technologies such as AI, big data, blockchain or virtual worlds.
- Innovative tools and business models that improve the greening of the audiovisual industry.
- The development of hardware, such as cameras or virtual headsets, is not covered.
Expectations for applications
Applications should include strategies for a more sustainable industry and for gender balance, inclusion and diversity, and plans to disclose the inputs and results of the action to public authorities, Member States and the industry. Attracting private and own investment is emphasised, and the ability to request EU funding below the authorised 80% will be assessed.
Expected outcomes
Greater competitiveness of the European audiovisual industry, better use of AI, progress in greening, and more European works available online with greater visibility and wider audiences.

Kdo se lahko prijavi na ta razpis?
- Legal entities (public or private bodies) established in Creative Europe participating countries: EU Member States (including overseas countries and territories) and listed EEA countries and countries associated to the Creative Europe Programme.
- Applicants must be established in a country participating fully in the MEDIA strand and be owned, directly or indirectly, wholly or by majority, by nationals of such countries.
- Single applicants may apply, as may consortia of at least 2 beneficiaries (affiliated entities do not count towards this minimum).
- International organisations may participate; host organisations of Creative Europe Desks may participate if they can separate project management from information provision and demonstrate cost separation.
- Natural persons are not eligible, except sole traders without separate legal personality.
- Entities subject to EU restrictive measures or EU conditionality measures are excluded.
