The call co-funds doctoral programmes that offer high-quality, internationally mobile research training to doctoral candidates. It targets organisations that run new or existing doctoral programmes.
Kaj ta razpis financira?
Scope
The call co-funds new or existing doctoral programmes that strengthen human resources in research and innovation at regional, national or international level. Programmes can cover any research discipline or, exceptionally, focus on disciplines linked to regional or national smart specialisation strategies. Synergies with Cohesion Policy funds and other EU funding are strongly encouraged.
Programme requirements
- Doctoral programmes lead to a doctoral degree in at least one EU Member State or Horizon Europe Associated Country.
- Training follows the EU Principles on Innovative Doctoral Training and includes modules on transferable skills, including digital skills, Open Science, knowledge valorisation, innovation, entrepreneurship and research integrity.
- Each recruited researcher has a Career Development Plan agreed with the supervisor at recruitment and revised within 18 months.
- International mobility is compulsory; cross-sectoral mobility, interdisciplinarity and non-academic associated partners are encouraged.
- Recruitment must be open, transparent and merit-based, with vacancies advertised internationally, including on EURAXESS.
Expected outcomes
Doctoral candidates gain broader skills and better career prospects inside and outside academia; participating organisations improve the quality of research training, their international attractiveness and their research capacity.

- Applicants submit new or existing doctoral programmes leading to a doctoral degree in at least one EU Member State or Horizon Europe Associated Country.
- Programmes must include compulsory international mobility of the doctoral candidates.
- Selection of doctoral candidates must be open, transparent and merit-based, in line with the European Charter for Researchers.
