Scope
The topic funds a pre-commercial procurement (PCP) action that shortens the time to market for innovations by linking innovation procurement with experimentation spaces such as test beds, living labs and regulatory sandboxes. Public buyers with similar needs jointly challenge the market to develop innovative solutions and test them during R&D, where relevant together with regulatory and certification bodies, so that barriers to market entry in Europe are removed early.
The topic is open to PCP actions in all areas of public sector interest linked to EU strategic priorities, whether they need improvements in one technology field or end-to-end solutions combining several technologies.
How the funding works
The topic does not fund developers, industry or research organisations directly. They can respond to the call for tenders launched by the funded consortium of procurers, and the winning tenderers receive procurement contracts.
Deployment commitment
Procurers should declare their interest in deploying successful solutions and indicate whether they will buy a solution during the project, launch a follow-up procurement, adopt solutions without procurement (for example open source), or offer financial or regulatory incentives for others to adopt them. In the last case, financial support to third parties of up to €200,000 may be used to encourage end users to adopt the solutions.

- Developers, industry and research organisations are not funded directly; they can bid in the procurement launched by the funded procurers.
